( I was always under the impression that PSI was naturally-occurring - because, you know, brains and stuff.  George stole advanced technology from Giegue’s species, and that’s how he was able to build EVE and the underwater base.  He studied PSI only after his experience with Giegue’s species. )

As far as Lucas and Claus go, their PSI is a result of their fantastic destiny.  Assuming that human beings all have the potential to use PSI (because brains), you could easily call it “fate” that the two twins would have the ability to use PK Love.  After all, in the game, it does say that the one who can use PK Love (or, the one who can pull the needles) will appear “when its power is needed,” and there’s so many different ways to interpret “the one who needs the Dragon’s power” - there could have been any number of people through history who might have “needed” the dragon’s power one way or another, but could not use it.  This, combined with the fact that a prophecy of sorts exists around “the one who needs the Dragon’s power” at all implies that there’s more than just coincidence involved in Lucas and Claus’s stories.

If the twins had not been “the ones who needed the Dragon’s power,” then they might still have has PSI, though perhaps manifesting differently - because brains.  Otherwise, the types of PSI one has access to - for example, how Lucas’s non-PK Love abilities are primarily defensive compared to Kumatora’s offensive - are generally personality-based, save external circumstances (like, using the same characters, PK Flash for Lucas and PK Starstorm for Kumatora).  Or something like that.

But I digress. : P
